The Reportable Conduct Scheme is Now Live

On 1 July 2026, the new Reportable Conduct Scheme (RCS) came into effect in Queensland. The Scheme is another important safeguard designed to help keep children safe by ensuring allegations of serious misconduct involving workers are reported, managed and investigated appropriately.

What does the Scheme cover?

The Reportable Conduct Scheme applies where:

  1. A child is harmed by the actions of a worker.
  2. A worker has a conviction involving conduct that may have harmed a child.

Who is a Worker?

A worker is anyone performing work for a school or an Outside School Hours Care (OSHC) service, including:

  • Employees
  • Volunteers
  • Contractors and subcontractors
  • Consultants
  • Trainees

What is Harm?

Reportable harm includes:

  • Child Sexual Offences
  • Sexual Misconduct
  • Ill-treatment of a Child
  • Significant Neglect
  • Physical Violence
  • Emotional and Psychological Harm

Is my P&C the Reporting Entity?

Usually, no.

For most P&C activities, the school is the reporting entity. If you become aware of reportable conduct involving a P&C worker, notify the Principal immediately so the school can manage the reporting and investigation.

If your P&C operates an Outside School Hours Care (OSHC) service, the P&C may be responsible for reporting and investigating allegations involving OSHC workers.

There are strict reporting deadlines under the Reportable Conduct Scheme. If an allegation or conviction comes to your attention, act immediately and ensure the appropriate reporting pathway is followed.

The Reportable Conduct Scheme is ultimately about protecting children. Whenever reportable conduct is identified, your first priority is to manage any immediate risk to children.
